Australia and World Government

TNG: "Attached"
Picard

Every member of the Federation has entered as a unified world... and that unity said something about them... that they had resolved certain social and political problems at home and were ready to join a larger community. [...]

Beverly

Think about Earth—what if one of the old nation-states, say Australia, had decided not to join the World Government in twenty-one fifty? Would that have disqualified us from being a Federation member?

Star Trek: First Contact
La Forge

Your theories on warp drive... allow fleets of starships to be built... and mankind to start exploring the galaxy.

Troi

It unites humanity in a way no one thought possible... when they realize they’re not alone in the universe. Poverty, disease, war—they’ll all be gone in 50 years.

TNG: “Up the Long Ladder”
Computer

[...] Distress beacon used by the European Hegemony.

Riker

The European Hegemony?

Picard

A loose alliance formed in the early 22nd century. The first stirrings of a world government. Read more history.
Computer, locate the exact dates in which this signal beacon was in general use.

Computer

Old Earth calendar, 2123 until 2190.

According to the Star Trek Chronology in 2150 the United Earth Australia was the last state to join the world government which was established in 2113. This is not true either:

The cited lines come from TNG: “Attached” and Star Trek: First Contact and do not indicate either claim. If one reads the relevant lines in context you will rather notice that Beverly did pick Australia at random. She does so to demonstrate that some event like that could have happened and might have disqualified Earth from entering the Federation. The conclusion we can draw from these lines are the following: In 2150 the World Government was founded with all nation states signing the treaty at once. We also get to know that Australia did not join another political unity before (let’s name it Pacific Confederation).

Now to the lines from Star Trek: First Contact that are the basis for the 2113 date: The relevant dialogue is listed again on the right side. Nothing is said of a United Earth, only a united mankind. The date 2113 itself is not correct either, it is just the year of first contact with the Vulcans plus half a century. If Troi was Vulcan too we could assume that she really meant 2113, but she wasn’t. Since TNG: “Attached” establishes the foundation of United Earth as of 2150 the early date must be omitted.

Furthermore there is one more instance that is often not included in determining the founding date. TNG: “Up the Long Ladder” introduces us to the European Hegemony. When Picard gives a short history lecture to Riker he drops one more important fact: it was “The first stirrings of a world government.”. The computer does also give us a timeframe for the distress signal used by the European Hegemony which gives a hint of the time in which the Hegemony did exist. The date 2123 is ten years past the later given 2113 as foundation date and again supports the notion that the false interpretated year cannot be correct, because based on Picard’s dialogue we get to know that the European Hegemony was first, not the other way around.
